Team Rufus Harus, led by mayoralty candidate Congressman Rufus Rodriguez has entered a covenant of commitment on the Cooperativization of Cagayan de Oro City Water District (COWD). It was held at the Grand Caprice Emperor Court, Limketkai Center last April 20, 2016. The signing was joined by the Cooperative Development Council of Cagayan de Oro led by its Chairperson, Edgardo A. Micayabas.
CDCC envisions an empowered water consumerism through transitioning the currently government owned and controlled corporation Cagayan de Oro Water District (COWD) to a water consumer owned and controlled cooperative.
Among the mayoral candidates of Cagayan de Oro City, only Cong. Rufus Rodriguez, together with his team commits to facilitate the conversion of the COWD to a Water Service Cooperative, and the Councilor of the Team Rufus Harus promise that the first ordinance will be the selling of COWD to the Cooperative once they will be elected.

- Ownership and Control
- Currently government –owned-controlled corporation replaced into water-consumers-owned controlled cooperative.
- Cooperative model offers 3 main objectives & advantage:
- Empowerment of the consumers
- A business that operates on the basis of a social-economic philosophy principle “non-profit, not for charity, but for service.
- To revitalize COWD-efficient and effective way in running and serving the citizens of CDOC.
With all these, are Cooperatives capable to own and operate the COWD? The answer is a big “YES”.
This noble undertaking with TEAM RUFUS HARUS and the Cooperative Development Council of Cagayan de Oro City, FICCO expressed the same support of the TEAM RUFUS HARUS for the very reason that Cong. Rufus Rodriguez and the Kagawads commit to convert COWD to Water Service Cooperative.
On May 9, 2016 please campaign for the TEAM RUFUS HARUS to our relatives, friends and neighbors.
